Local government is changing in Victoria, and Rob Spence is a key part of what is happening. New regulations and legislation are underway to change the power of Mayors (and the state government) to influence the behaviour of individual Councillors. The Federal Government is changing long-standing financial arrangements, at a time when some Councils appear to be unviable. There is a push to have local government recognised in the constitution. The demographics of those attracted to serve as Councillors and local government managers are changing. And the expectations of rate payers are rising at a faster pace than the rates themselves.
Rob Spence has been the CEO of the Municipal Association of Victoria, local government’s peak body, for 17 years. He has been part of every major negotiation and change over that time, and there is no-one better placed to talk about “The changing face of local government”. Before joining the MAV he was CEO at two Councils, and a senior executive in the Victorian state government. He is also a Certified Practising Accountant.
