He took possession of the middle ground, and delivered progressive reforms that Liberal governments traditionally ignored. His success came not only from what he did, but from how he did it. Victorians saw him as not only intelligent, but genuine and fair-minded. He saw himself as a trustee for the people of Victoria, and he in turn became trusted by them to act in their interests".
